Odisha bureaucracy asked to work on 15-point agenda to move the State up in development ladder

With Odisha a decade away from its centenary celebration, Chief Minister Mohan Charan Majhi has set a target to position the State among top five economies in India with a $500 billion economy at the beginning of 2026.

On April 1, 2026, Odisha became the first State to be constituted on linguistic basis. Mr. Majhi has instructed his administration to focus on a 15-point guideline to make administration dynamic and people-centric. The occasion was assumption of charge by Anu Garg, first female Chief Secretary of the State.

“The government has set a goal of building a prosperous Odisha with a $500 billion economy by 2036 and placing the State among the top five developed states in the country. To achieve this, the State must be steered towards a mixed economy,” Mr. Majhi pointed out in a statement on Thursday. It needs to be mentioned that Odisha is heavily dependent on its rich mineral resources including iron ore, bauxite and coal.

Emphasising on knowledge-driven industries and the services sector, he said concerted efforts should be made for State’s rapid development with all district collectors required to fast-track various approvals and implement processes.

“Steps should be taken to fill all vacant government posts within the next two years. While services of efficient and well-trained officers should be deployed, corrupt, incompetent, and irresponsible officers and employees should be identified. Actions including compulsory retirement should be taken against them,” the CM emphasised.

Mr. Majhi has directed that all government work especially notices, notifications, and official correspondence be published exclusively in the Odia language.

“All officers, from the secretariat down to the block level, have been instructed to strictly comply with this directive, and explanations are to be sought from those who violate it,” he directed. The Chief Minister emphasised on putting robust public grievance redressal system in place.

“To address people’s problems by seeing them first-hand, officers at all levels have been advised to undertake field visits. Along with field visits, officers have been instructed to submit reports on their findings, which will be taken into account during the evaluation of their performance,” said Mr. Majhi.

The State government wanted to develop the Nabakrushna Choudhury Centre for Development Studies as a centre of excellence. Odisha government has prepared an exhaustive guideline for achieving different goals phase wise that would put Odisha in bracket of fist five States of India by 2036.
