SIR: Voters with ‘logical discrepancies’ in enumeration forms detected in UP, EC says will issue notices

The “unmapped” voters will be issued the notices first, it is learnt.

A sizeable number of voters have been detected in Uttar Pradesh with “logical discrepancies” in the details they filed in their enumeration forms during the Special Intensive Revision (SIR) exercise, the Election Commission officials said.

These electors, whose names have appeared in the draft electoral roll published on January 6 following the first phase of SIR in the state, will be issued notices, they added.

Though the officials did not confirm the figure, they said the electors with “logical discrepancies” are apart from the 1.04 crore “unmapped” voters (of a total of 12.55 crore) whose details could not be confirmed with the 2003 base rolls.

The “logical discrepancies” include mainly instances of unusual age gaps wherein a voter’s age is 15 years or less, or is 50 years or more than their parent, or those whose age difference with their grandparent is 40 years or less.

An EC official said the enumeration forms sought details of voters as per the last intensive electoral roll of 2003, and whether their names figured in it. If a voter’s name was not found, they were asked to provide the names of their parents or grandparents, a process referred to as “mapping”.

“In UP, about 91% of voters have been mapped. This is only in the context of the 12.55 crore voters. Notices will be sent to the 1.04 crore voters (8%) who have not been mapped. The notice period started on January 6. The notice will contain a list of documents they can submit as a proof for inclusion in the final list in March,” the official said.

However, during the scrutiny of enumeration forms, it was found that many 2025 voters who don’t appear in the 2003 rolls have linked themselves to 2003 voters as their parents, but these links contradict the parental names listed in their 2025 records.

“There are instances where there is a very small gap in the age of an elector and their father as per the 2003 roll. In some cases, the name of an elector’s father in the 2025 and 2003 rolls are different. Also, there are cases where multiple electors have entered details of the same person as father for mapping from the 2003 electoral roll,” said an official.

UP Chief Electoral Officer (CEO) Navdeep Rinwa confirmed that “logical discrepancies” have been found in the state and these electors will be issued notices.

“The exact figure of the enumeration forms with logical discrepancies is not available yet. Notices in these cases will be issued later. Currently we are issuing notices to the 1.04 crore unmapped voters,” Rinwa said.

Electoral Registration Officers (EROs) and AEROs will be issuing notices to the “unmapped” voters and those with “logical discrepancies” till February 27.

“To retain their names in the final electoral roll, the electors who have submitted enumeration forms with logical discrepancies will have to produce the same documents which have been sought from the unmapped electors. The notices will contain a list of documents they can submit as proof for inclusion in the final list in March,” another official said.
