At least 22 security officials, including personnel of the Ladakh police and CRPF, have recorded their statement before a Judicial Commission headed by Justice Dr. B.S. Chauhan, mandated to inquire into the circumstances leading to violence and deaths of four civilians on September 24, 2025 in Ladakh’s Leh district, officials said.
“Under the chairmanship of Justice Chauhan, former judge of the Supreme Court (SC), conducted its proceedings from 17th to 23rd December, 2025 and recorded statements of CRPF, magistrates and officials of the Ladakh Police,” Rigzin Spalgon, Joint Secretary to the Judicial Inquiry Commission, said.
In the next sitting, Mr. Spalgon, said the public will be called to record their statements before the Commission. “The dates for recording statements of individuals who have already submitted their affidavits will be announced in due course,” he added.
An official spokesman said the Commission has “already collected and examined the written proceedings and statements submitted earlier as part of the preliminary process”.
From December 19, the official said, the Commission started “recording oral statements”. Individuals, who have already submitted their written statements, presented themselves before the Commission for oral testimony in person before Justice Chauhan, officials said.
“Officials and officers who were assigned duties on the day of the incident will be called upon to appear before the Commission and record their statements,” the official said.
The inquiry aims to establish a clear and factual understanding of the events surrounding the incident and ensure transparency, accountability, and due process, the official said.
Four civilians were killed and around 90 were injured in protests that erupted on September 24 in Leh. Climate activist Sonam Wangchuk was also arrested after the violence on September 26. For the first time ever, Leh witnessed imposition of multiple spells of curfew and internet outage.
According to a notification by the Department of Law and Justice, Leh, the Commission will be “conducting judicial inquiry regarding the September 24 incident created in Leh town”.
