For civic polls, Congress-led Mumbai Vikas Aghadi promises to stop privatisation of hospitals

In view of the upcoming Mumbai Municipal Corporation elections, the Mumbai Vikas Aghadi — comprising the Indian National Congress, Vanchit Bahujan Aghadi, Rashtriya Samaj Party, and the Republican Party of India (Gavai) — on Tuesday (January 6, 2026) unveiled a manifesto, promising to stop privatisation of hospitals, AI-integrated, world-class education, and improved parking services.

A day after the Mumbai Congress released the manifesto to rebuild the BEST services, the Aghadi released manifesto, showcasing their vision on public services, including healthcare, education, climate, infrastructure, and basic facility of water supply and waste management.

Mumbai Congress president Varsha Gaikwad released the manifesto on Tuesday, saying the party would improve the services of water supply, sanitation, road, and waste management.

“We are presenting mission 2026 and the alliance aims for unity, mobility, fraternity, and inclusive development in Mumbai. We ensure that the promises made will be fulfilled and improvement will be brought in the sectors, including providing universal health care to beneficiaries,” said Ms. Gaikwad.

Education receives attention with the Congress vouching for upgradation in school infrastructure, inducing technology, and improving the existing civic services like toilets.

Under health, the party aims to run OPD services, MRI, and CT-scan services full time. According to manifesto, it will introduce the online real-time bed availability and open a complaint redress cell in every hospital, and two new multi-specialist hospitals will be developed.

For hawkers, the Congress plans to implement street vendor Act, 2014 and rehabilitate eligible hawkers in the hawker zone. To treat the poor air quality and climate issues, the Congress has plans to introduce “Green Mumbai 2030”, that will expand the green cover in Mumbai.

Targeting women, the Congress plans to open more anganwadis, start “Hirkani Room” in every ward, day care centres for working women, and aims to increase provision for gender budget.

The manifesto also raises the right to housing, where the party promises redevelopment of old buildings and tenanted buildings by giving FSI equal to that of main roads for roads having less than 9 meters wide. It will also formulate policy for Koliwada and other villages.
