The Andhra Pradesh State Cabinet, chaired by Chief Minister N. Chandrababu Naidu, on Monday approved a comprehensive reorganisation of districts and a realignment of several mandals, with the revised administrative structure set to come into force from December 31.
Explaining the decisions, Revenue, Registration and Stamps Minister Anagani Satya Prasad said the Cabinet undertook detailed deliberations on restructuring across the State’s 26 districts. Changes were approved in 17 districts, involving 25 specific adjustments, while nine districts Vizianagaram, Parvathipuram Manyam, Visakhapatnam, Eluru, NTR, Krishna, Guntur, Palnadu and Anantapur were left unchanged.
The decisions followed a gazette notification issued on November 27, 2025, and a month-long public consultation process. Based on the feedback received, the Cabinet approved the creation and realignment of mandals and revenue divisions where required, with the stated objective of improving administrative efficiency, coordination among departments and access to public services. As part of this exercise, Rampachodavaram Assembly constituency was organised under the newly formed Polavaram district, and Polavaram village is proposed to be upgraded as a revenue division in the future.
Several inter-district and intra-district adjustments were cleared. In Nellore district, the mandals of Kota, Chilakuru and Guduru were aligned with Nellore, while two other mandals were shifted to Tirupati district. Samarlakota mandal was transferred to the Peddapuram revenue division, and Mandapeta was placed under the Rajahmundry jurisdiction. In West Godavari district, Penugonda was renamed Vasavi Penugonda. Addanki Assembly constituency was moved from Bapatla to Prakasam district, and Darshi was included under the Addanki sub-division within Prakasam. A new Markapuram district was created by merging the Markapuram, Kanigiri, Eragondapalem and Giddalur areas. Railway Kodur Assembly constituency was incorporated into Tirupati district, while Rajampet was included in Kadapa district.
The Cabinet also addressed the formation of the Madanapalle district. As Rayachoti Assembly constituency could not be upgraded to a district on administrative grounds, Madanapalle was chosen as the district headquarters, while Banaganipalle was designated as a sub-division. In Anakapalli district, Adda Road was created as a new sub-division. It was also decided to retain Siddavatam and Vontimitta within Kadapa district, while Madakasira was organised as a separate revenue division. In Kurnool district, the large Adoni mandal was bifurcated into Adoni-1 and Adoni-2 to facilitate smoother administration.
With the formal inclusion of the newly constituted Polavaram and Markapuram districts, the total number of districts in Andhra Pradesh will increase to 28.
Officials said the administrative adjustments, particularly in Nellore district, were aimed at aligning revenue divisions with police sub-divisions to improve coordination, governance and public service delivery. The division of Adoni into two mandals was explained as a practical step to address administrative challenges in areas with a large number of villages, with the primary aim of ensuring quicker access to government services for residents.
